Abstract

The rapid transformation of the global labour market, driven by digitalization, artificial intelligence (AI), and automation, has intensified the need for workforce reskilling. Reports by the World Economic Forum highlight significant disruption in skill requirements, contributing to persistent skill mismatches that hinder productivity and growth. This paper examines Public-Private Partnerships (PPPs) as a strategic approach to addressing these challenges through collaboration between governments, educational institutions, and industry. The study explores key drivers of skill change and analyses PPP models such as apprenticeships, micro-credentials, and digital learning partnerships. Evidence from global case studies underscores critical success factors, including industry alignment, strong governance, flexibility, and inclusivity. Despite challenges related to scalability, funding, and quality assurance, the paper concludes that well-designed PPPs can enhance workforce readiness, improve employability, and support inclusive and sustainable economic development, particularly in developing economies.
