The Fourth Industrial Revolution (4IR) has redefined administrative functions in higher education institutions, demanding a workforce proficient in digital systems, data management, and technology-driven service delivery. This study examined institutional strategies for re-skilling administrative personnel towards effective service delivery in the 4IR era. Re-skilling in higher education entails equipping administrative staff with competencies in e-governance, data analytics, cybersecurity, and automation to enhance institutional performance and responsiveness. The paper identified that digital transformation has shifted administrative work from routine clerical duties to knowledge-intensive tasks requiring analytical and technological expertise. Effective institutional strategies include: formal digital literacy programmes, continuous professional development (CPD) integrated into human resource policy, partnerships with digital training providers, and incentive systems that reward technological proficiency. The benefits of re-skilling are reflected in improved operational efficiency, data-driven decision-making, enhanced innovation, and higher staff motivation. However, challenges such as limited funding, weak ICT infrastructure, inconsistent CPD implementation, and resistance to change impede progress. The study concluded that re-skilling administrative personnel is a strategic necessity for achieving effective and sustainable service delivery in the digital era. It recommended that institutions institutionalize CPD, provide dedicated funding for ICT infrastructure, strengthen leadership commitment, and establish industry partnerships to ensure continuous learning and adaptability. These measures will enhance institutional competitiveness, accountability, and service quality in a rapidly evolving educational landscape.
